Sewer Repair Under a Street or Driveway: Options and Costs

A sewer line beneath your driveway or a public street may be repairable without tearing up the entire surface—but the repair plan must account for access, pipe condition, and who can authorize the work. Trenchless lining and pipe bursting can reduce excavation on suitable runs. A severely displaced pipe or grade defect may require direct excavation instead.

Street location also brings a separate question: who is responsible for the pipe? Don't assume pavement ownership answers it.

Is a sewer beneath the street the City's responsibility?

Not necessarily. Pasadena's Street Maintenance page describes the City as responsible for the public main and the property owner as responsible for the lateral to its connection with that main. Pasadena's code defines a house sewer separately from the public sewer and directs owners to maintain house sewers.

However, the audited sources contain a narrower property-line description of “house lateral” in a separate City system-management plan. They do not conclusively reconcile all lateral segments, fittings, and legal responsibility boundaries.

How does a contractor locate the damage under pavement?

A sewer camera can document roots, fractures, offset joints, debris, or a visible obstruction in the accessible pipe. A locator can help mark the approximate route and depth from the surface. Together these findings can narrow the excavation area or help determine whether an internal repair is plausible.

They do not automatically establish the exact pipe slope, conditions outside the wall, or what lies beyond a blockage. Ask for the recording, the location markers, the reach that could not be inspected, and any added survey or test findings used to justify the recommended method.

A bid should identify where the line starts and ends, where crews plan to dig, and which surface they will restore.

Option 1: CIPP lining beneath a driveway or street

Cured-in-place lining rehabilitates a suitable existing pipe by installing and curing a new interior liner. Because equipment may work through existing or limited access points, lining can reduce the length of pavement that must be opened.

But the host path must be accessible and suitable for preparation. Severe offsets, major collapse, and uncorrected grade defects can rule out lining or require separate work. Lining does not automatically reposition the sewer or correct a belly.

Option 2: Pipe bursting to replace the existing line

Pipe bursting pulls a new pipe through the route while a tool fractures or displaces the old pipe. It generally requires appropriate access at the ends and may avoid a continuous trench across pavement.

Suitability depends on the old material, bends, obstructions, nearby utilities, surrounding soil, available cover, and end connections. A fully blocked or badly offset section may prevent passage. Bursts generally follow the existing route; they do not automatically correct a sag or grade problem.

Pasadena's undated house-sewer guidance says bursting may be allowed case by case and includes its own preconstruction review conditions. Ask whether your contractor has confirmed City approval for this specific job rather than promising bursting is always allowed.

Option 3: Open excavation or a targeted replacement

Excavation may be more practical when the pipe is crushed, badly out of alignment, or needs regrading, or when a connection must be rebuilt in place. If only a short reach is damaged, a targeted opening may be preferable to replacing the entire line.

A driveway cut is not the same as excavating a street. The work may require surface saw-cutting, underground utility protection, shoring or other excavation precautions, pipe replacement, backfill, compaction, and concrete or asphalt reconstruction.

Ask the contractor whether finish restoration includes the entire affected panel or only a patch, and whether matching color or texture is part of the bid.

What changes when work enters Pasadena's public right-of-way?

Pasadena's 2024 public-right-of-way excavation guidelines say excavation in public rights-of-way requires a Public Works permit. The covered settings can include sidewalks, parkways, driveway approaches, curb and gutter, and streets, not just traffic lanes.

Additional coordination may be needed for traffic, pedestrian access, existing utilities, City inspections, and approved surface restoration. California excavation rules and utility notification apply to relevant digging; have the contractor explain how those steps are handled.

What will make the quote more expensive?

Depth and access matter, but so does the surface being disturbed. Costs may include trenchless equipment or excavation crews, pipe or liner materials, traffic-control measures, permits and review fees, utility locating, connections, testing, haul-off, compacted backfill, and pavement reconstruction.

A public street job can involve more coordination and restoration than a straightforward private driveway opening, but this is not a universal price ranking. A difficult driveway or an accessible public location can produce a different comparison. Our audited sources do not establish current Pasadena residential dollar ranges for either case.

Ask for totals that include the full specified work, rather than comparing a trenchless pipe-only price with an excavation bid that includes restoration.

A quote checklist for homeowners

Request a plan showing the suspected defect, method, access points, affected public or private surfaces, and restoration limits. Verify who is responsible for securing approvals and making good any disturbed concrete, asphalt, irrigation, or landscaping.

If one contractor recommends lining and another recommends excavation, ask which observed condition makes one method more suitable. Require written change-order terms if the line proves more damaged or a City inspection requires additional work.

The best street-or-driveway sewer repair is the one that corrects the actual defect with an approved access and restoration plan. Resolve responsibility and permits before pavement is opened, then compare the total project scope—not only the pipe work.
